Theunderlyingprincipleofspecialprovisionsistoensurethatthemostappropriate,fairandreasonablearrangementsandoptionsareavailableforstudentstodemonstratetheircapabilitieswheretheirexternalasses*entisaffectedbyillness,impairmentorpersonalcircumstances.

StudentswhoareeligibleforspecialprovisionsarenotexemptfrommeetingtherequirementsforaWesternAustralianCertificateofEducation(WACE),orfrombeingassessedinacourse.

Inconsideringtheeligibilityforspecialprovisions,theCurriculumCouncili*indfuloftheneedtobalancethecompetingdemandsofallowingstudentstodemonstratetheirknowledge,skillsandunderstandingswiththeneedtopreservetheacademicintegrityoftheasses*entprocess.

Relevantlegislation

CurriculumCouncilAct(1977)Part312(2)(d)(i)and(ii)

ItisafunctionoftheCounciltoestablishandcarryintoeffectproceduresforasses*entofachievementofstudentsundertakingseniorsecondaryschooling,andtheproperconductofthatasses*ent,includingschoolandexternalasses*entforthepurposesofcertification;andensuringthecomparabilityofasses*entsofstudentachievement.

ThispolicyisestablishedinaccordancewiththeprovisionsoftheCommonwealthDisabilityDiscriminationAct1992asamendedin2005andtheassociatedDisabilityStandardsforEducation2005.

Principles

Theprinciplesthatunderpinthispolicyare:

1.Candidateswhosecapacitytoparticipateinatimedasses*entisadverselyaffectedinasignificantwaybyillness,impairmentorpersonalcircumstance*aybeeligibletoaccessappropriate,fairandreasonablealternativearrangements.

2.AllWACEcandidatesundertakeasses*entundercomparableconditions. Anyspecialprovisionmustprovideequivalent,alternativearrangementsforstudents.

3.Thesameknowledge,understandingsandskillrequirements,andperformancestandardsareappliedtoallstudentswhetherornottheyaregrantedspecialprovisions.

4.Specialprovisionsdonotconferanadvantagetoanycandidateoverothercandidates.

5.Decisionsaboutacandidate'seligibilitytobegrantedspecialprovisionswillbeevidence-basedandmadebyacommitteeconvenedforthepurpose.
